Anthony Starks
President & CEO
Tony started his career at GE Aerospace in the early 1980’s after completing his degree in Mathematics at Hampton University. He has a broad range of experience in the Information Technology & Communications (ITC) industry, with more than 20 years working in classified environments. Tony lived and worked in the Middle East and North Africa for 5 years, managing international projects that included Command and Control Systems, Tender and Evaluations, and IT Strategic Planning. He supported the USAID Mission in Egypt as Chief Information Officer (CIO) and Information Systems Security Officer (ISSO). Tony has held a variety of senior-level positions with both small and large systems integration companies (SEMA, Coopers & Lybrand, Hewlett Packard, and Lockheed Martin). Tony received his MBA from Angelo State University.
Andrea Starks
Executive Vice President
After ROTC training at the University of Pittsburgh, Andrea entered active duty Air Force service in 1983 as an Intelligence Officer. She completed PCS assignments to Zweibrucken Air Base Germany, the Defense Intelligence Agency, and Goodfellow AFB before transferring to the active reserves. These assignments involved program management, imagery analysis, and training. Andrea finished her military career as an Air Force Reservist and retired as a Lt Col in 2005. Andrea earned her BA in Political Science and Philosophy, University of Pittsburgh, and a MA in Security Studies, Georgetown University.
Bryanna Thomas
Financial Controller
Bryanna is responsible for all corporate financial transactions, leads our payroll, and state & local tax administration. She began her career in finance & accounting as a bookkeeper/data entry specialist in 2011. Bryanna worked as a bookkeeping consultant for years, managing clients daily financial transactions. She has supported clients all over the DC, Maryland and Virginia area. Bryanna was a significant contributor to the Starks Industries, Inc. International Standards Organization (ISO) 9001:2015 certification in 2020. She was promoted to Financial Controller in January 2021. Studied Business Administration/Finance at Bowie State University in Bowie, Maryland.
Sebastian Murry

Sebastian is a seasoned Chief Data, Analytics, and Artificial Intelligence Officer (CDAO) with over 40 years of experience leading large-scale digital transformation across global enterprises. His career spans senior executive roles including CDAO, Chief Technology Officer (CTO), and Chief Information Officer (CIO), where he has consistently driven innovation, operational excellence, and measurable business outcomes. He brings a proven track record in building and scaling enterprise data management strategies, standing up robust data governance frameworks, and architecting secure, cloud-native AI/ML platforms. His leadership includes the development of Business Intelligence and Advanced Analytics Centers of Excellence that accelerate insight delivery and improve decision-making across complex organizations. Widely recognized for his strategic vision and deep technical expertise, he integrates data science, cybersecurity, cloud engineering, and AI/ML infrastructure to unlock enterprise value. He has successfully managed international programs with teams exceeding 150 personnel and program budgets surpassing $2B. In addition to corporate leadership, he has raised capital for multiple startup ventures, leveraging his industry insight to guide early-stage AI, data, and cloud technology companies toward scalable growth. Sebastian earned his BS in Computer Science from the University of Mississippi.
